Comprehensive Internet Restrictions Proposed
Michigan representatives have introduced legislation that would impose unprecedented restrictions on online content and virtual private network usage, according to reports. The proposed Anticorruption of Public Morals Act, advanced by six Republican representatives, would ban a wide range of adult content while making VPN usage illegal within the state.
The bill targets content ranging from ASMR and adult manga to AI-generated material and depictions of transgender individuals, sources indicate. Unlike previous state-level content restrictions, this legislation would apply to all Michigan residents regardless of age and includes provisions banning any method of bypassing internet filters or restrictions.
VPN Ban Raises Technical and Privacy Concerns
Analysts suggest the proposed VPN ban represents one of the most controversial aspects of the legislation. Virtual private networks are commonly used both as workarounds for content restrictions and for enhancing online privacy and security. The bill would require internet service providers to detect and block VPN usage while prohibiting VPN sales within Michigan, with associated fines reaching $500,000.
Privacy advocates have expressed concerns about the broader implications. “From a technical standpoint, ISPs can attempt to distinguish VPN traffic using deep packet inspection, or they can block known VPN IP addresses,” explained NordVPN privacy advocate Laura Tyrylyte. “However, deploying them effectively requires big investments and ongoing maintenance, making large-scale VPN blocking both costly and complex.”

Technical Workarounds and Privacy Features
Despite the proposed bans, VPN providers have developed numerous technical countermeasures. CNET senior editor Moe Long mentioned obfuscation techniques that make VPN traffic appear like normal web traffic, complicating detection efforts.
Many premium VPN services also offer no-log features and third-party audits to verify their privacy claims. Some providers utilize RAM-only servers that automatically erase data upon reboot, addressing concerns about data retention that privacy-conscious users value.
